The UN doesn’t have any particular claim to the word “international”, except insofar as anything they do is international because the UN itself is international.
Other organisations, or even loosely affiliated groups of nations, can do international things because the word just means something like “between nations”.

What you’re describing is still wishful thinking, because there’s no world where every consumer device is going to have accurately calibrated volume regardless of whether there’s a protocol which specifies it.

You also can’t expect anyone other than an audiophile or actual audio engineer to be able to get alll of their consumer electronics conform to such a standard

In that case you’ll face two problems I can think of off the top of my head: first, a 3MW generator with big moving parts is probably great at creating sparks which could ignite the balloon. How likely that would actually be would depend on the design, but it’s a significant problem if the expensive turbine falls out of the sky (carrying a flaming balloon and a very long high-voltage cable) on top of nearby buildings, people, or anything flammable.

I think the reason to teach something like changing a doorknob isn’t really because they’re going to need that specific skill. I’d consider teaching it because it’s an easy demonstration that taking things apart to fix or change them isn’t necessarily a scary thing to do. I bet a lot of people with some minor problem to fix in their home wouldn’t be able to do it, not because they can’t use a screwdriver but because their instinct is that they are supposed to get an expert to do it.
I don’t think sake could serve the role beer did, historically. Certainly in medieval Europe, they made what today would be considered a weak beer to drink for basic hydration. That was by far the easiest way for them to ensure the water was safe to drink.
